Review and Evaluation of Water Sector Programmes

The EU Delegation to Egypt is supporting the Government of Egypt in continuing the reform programme of the water sector, in accordance with the objectives of the National Water Resource Plan (NWRP) 2005-2017, and of the Water and Wastewater Sector Development Policy (WWSDP). The purpose of this assignment is to evaluate and assess whether IWRM concepts are applied, and to which extent, through different MWRI administrative entities, Integrated Irrigation Districts, different hydrological levels of canals (from Main Canals up to mesqa level), and water users associations. The project assesses the current situation of these entities and organisations and analyses the contribution of EU support (and other IFI’s) in the implementation of IWRM concept.

Actual services provided by our staff within the assignment:
The assignment includes the evaluation of the IWRM concept, an overall independent assessment of the past performance of IWRM implementation, and an assessment of impact of the EU (and other IFI’s) supported initiatives, resulting in key lessons and recommendations to improve current and future actions. Works further include a comprehensive assessment of water users organisation (WUA) performance and impacts, development of a proposal to modify IWRM implementation actions, the preparation of an executive timetable for the proposed amendment in the ministry’s IWRM implementation plan and a concise strategic vision to ensure added value of the European Union’s interventions (at both the strategic and Implementation levels) in the field of IWRM. The evaluation process is carried out in five phases: Inception, stocktaking, fieldwork, synthesis and dissemination phase with respective reports as well as an overall conclusion with a set of operational recommendations for the Egyptian Government.
