Preparation of Community Based Climate Risk Management Plans for 50 most vulnerable communities in 4 river basins in Eastern Georgia

The aim of the current assignment is the preparation of community-based climate risk management plans at 50 communities within 4 river basins: Mtkvari, Iori, Alazani and Khrami/Ktsia. The assignment involves the following activities:
Activity 1. Support the development of community-based disaster risk management plans for 50 most vulnerable communities in four River Basins of Eastern Georgia.
Activity 2. Enhance Community-Based Early Warning Systems (CBEWS) within the 50 most vulnerable communities in four River Basins of Eastern Georgia.
The overall objective of the assignment is to support the most vulnerable communities in planning and implementation of the measures to reduce disaster risks at local level. The planning and implementation of such measures will happen through a participatory process, paying special attention to gender mainstreaming.

Actual services provided under the two activities include:
Activity 1. Support the development of community-based disaster risk management plans for 50 most vulnerable communities in four River Basins
Activity 1.1. Develop and refine existing tools to guide community planners on developing CBDRM plans and mobilization of community groups who will then take responsibility for planning/implementing the CBDRM process.
Activity 1.2. Conduct consultative workshops with stakeholders in each of the 50 most vulnerable communities to identify priority projects for non-structural measures, agroforestry measures, and emergency shelter refurbishment. While prioritizing the projects, Loss & Damage incurred by different hazards should be considered.
Activity 1.3. Prepare the report detailing recommendations for UNDP on what priority projects for non-structural measures, agroforestry measures, and emergency shelter refurbishment to fund for each river basin. After preparation of CBDRM plans develop detailed project designs for priority projects.
Activity 1.4 Conduct participatory GIS mapping at community level, participatory GIS workshops with 50 most vulnerable communities.
Activity 1.5 Assess community capacity for CBCRM, in cooperation with Environmental Information and Education Centre (EIEC) planning additional capacity building activities.
Activity 1.6 Prepare community-based Disaster Risk Management Plan for each of 50 most vulnerable communities.
Activity 2. Enhance Community-Based Early Warning Systems (CBEWS) within the 50 most vulnerable communities in four River Basins.
Activity 2.1. Provide report on recommended placement of emergency sirens for 50 most vulnerable communities.
Activity 2.2. Conduct community planning workshops to develop notification protocols and emergency action plans for CBEWS in the most vulnerable communities
Activity 2.3. Provide report recommending optimal locations for hydrometric equipment for CBEWS aligned with the existing optimized design of national Hydromet network.
