Supporting the Federal Government of Somalia in Establishment of an Interoperable Data Management System

This consultancy aims to support the World Bank in guiding the development of a robust and interoperable data management system for Somalia’s Hydromet operations. It will:
•  Assess Current Systems: Identify gaps and needs in existing Hydromet infrastructure and information management systems.
•  Propose Solutions: Develop technical, financial, institutional, and legal options for implementing a real-time data system, integrating River Gauging Stations and Automatic Weather Stations (AWS) with quality assurance/quality control (QA/QC) processes.
•  Build Capacity: Strengthen the skills of Somalia’s counterparts (MoEWR, MoECC, and others) to ensure effective system implementation and sustainability.
•  Address Data Governance: Develop transparent, secure data-sharing frameworks to enhance interoperability and alignment with national priorities.
The initiative aims to improve the collection, analysis, and dissemination of meteorological and hydrological data, supporting decision-making in water resource management, disaster preparedness, and climate adaptation.

 

Actual services provided by our staff within the assignment:

During the Inception Phase, stakeholders were engaged to understand project objectives and deliver an Inception Report outlining the project’s scope, methodology, and timeline. In the Assessment Phase, existing hydromet systems were evaluated, analyzing institutional roles, data lifecycle processes, ICT infrastructure, and inter-agency data-sharing practices. The findings, including identified gaps and barriers, were detailed in an assessment report. Building on this, the Options Development Phase focused on proposing technical, financial, institutional, and legal solutions, including ICT upgrades, data-sharing frameworks, and quality control mechanisms. A migration roadmap and action plan with estimated costs and timelines were developed and compiled into an Options Report. Finally, in the Capacity-Building Phase, a guidance document was created for system operation and training materials developed to strengthen local capabilities. Key findings and recommendations were summarised in a Summary Presentation that was delivered to stakeholders.
