Cross-border dialogue on climate, water and security issues in Central Asia and Afghanistan

GIZ supports the Green Central Asia initiative, to address high vulnerability to climate change. A Regional Action Plan was drafted to launch a Regional Policy Dialogue along four thematic pillars for adaptation: water, land, waste and institutional instruments. In this context, the objective of the assignment is to support the drafting of a regional climate change adaptation document providing recommendations on joint actions for adaptation in Central Asia.

Actual services provided by our staff within the assignment:

Support the drafting of the regional climate change adaptation document in close consultations with regional, national and German partners. Emphasis is placed on shared climate change vulnerabilities in Central Asia, due to transboundary resources impacted by climate change (e.g., water, energy, ecosystems, agriculture). The regional climate change cooperation is therefore based on regional economic cooperation. The document is developed along the four priority adaptation themes water, land, waste and institutional instruments.

 

 

The tasks include:

  • Engage with concerned partners, which include the national Ministries of Foreign Affairs, regional and national experts (e.g., CAREC ECO, CAREC Institute, IFAS, ICSD, national ministries of environment, of energy, hydromet agencies, universities) and German academic organisations (Potsdam Institute for Climate Impact Research, the elmholtz Centre Potsdam – German Research Centre for Geosciences, the Martin Luther University Halle Wittenberg and the German-Kazakh University).
  • Prepare a detailed workplan with the partners to ensure their involvement throughout the process.
  • Mission to Central Asia to collect relevant data and documents.
  • Prepare a background report for climate change adaptation in Central Asia.
  • Mission to Central Asia to agree with partners on the content and structure of the regional climate change adaptation document.
  • Missions to Central Asia to draft the regional climate change adaptation document in close consultation with the partners.
