Sustainable Water Resources Management and Agricultural Water Use

GIZ is implementing the “Accelerate Water and Agricultural Resources Efficiency” (AWARE) project, with the overall objective “to enhance climate-smart water resources management and efficient agricultural water use for smallholder farmers in the Lower Kafue Sub-Catchment (LKSC) in Zambia. The project is funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). AWARE has supported the formation of four WUAs and initiated Integrated Watershed Management (IWsM) and Catchment Protection Measures (CPMs) in the LKSC. This assignment aims to pursue this effort by strengthening the WUAs, involving them in further IWsM and CPMs, and to update the Lower Kafue Sub-Catchment Management Plan.

Actual services provided by our staff within the assignment:

The assignment is based on the following three workpackages. In addition to technical inputs through its experts, HYDROC procures local consulting services and equipment, and administers local subsidies to WUAs on behalf of GIZ.

 

 

Workpackage 1: Strengthen and capacitate four new WUAs being established in the LKSC:

  • Sustainability and Capacitation of WUAs, by developing a sustainability concept for WUA, including a WUA constituin, and building their capacities on water resources management, IWsM/CPMs, monitoring water resources and securing funding.
  • Implement WUAs sustainability and water monitoring activities, with development of business plans, concept for WUAs’ monitoring of water abstraction and quality, development of Standard Operating Procedures (SOPs) manual for this monitoring.

Workpackage 2: Support IWsM/CPMs, in close collaboration with the WUAs and District Expert Teams (DETs):

  • Capitalise on implemented CWsM/CPMs and develop a roadmap for 10 new IWsM/CPMs sites, by documenting lessons learnt for the six IWsM/CPMs sites already implemented, selecting 10 new sites for 10 IWsM/CPMs sites in close consultation with the WUAs and developing a roadmap for implementing the 10 new IWsM/CPMs sites.
  • Develop alternatives to the Cash for Work approach, for implementing IWsM/CPMs with WUAs.
  • Implement the 10 IWsM/CPMs new sites, in collaboration with the WUAs.
  • Develop the Compendium on IWsM in Zambia, capitalising on existing IWsM initiatives and those implemented by HYDROC in this assignment.
  • Contribute to the development of regulation, strategy and policies for IWsM/CPMs in Zambia.

Work package 3: Support the Lower Kafue Sub-Catchment Management Plan (LKSCMP), with a focus on Irrigation Expansion Zones:

  • Analyse the existing LKSCMP.
  • Identify 10 new Irrigation Expansion Zones in the LKSC, in consultation with stakeholders.
  • Update the LKSCMP, including all the IWsM/CPMs activities, the 10 new Irrigation Expansion Zones, comprehensive E-Flows Assessment.
  • Support the Approval Process of the LKSCMP.
