Flood Risk Management & Resilience Building in Abkhazia

By building upon previous achievements, the IRCCR Project will extend its cooperation with the IoE (through a so-called Low Value Grant Agreement – LVGA) aiming at a) upgrading the flood risk management planning base for Abkhazia (e.g., by preparing Flood Risk Management Plans – FRMPs for two more basins in line with the earlier developed methodology), b) enhancing internal technical capacity of IoE by adopting new methodologies and modelling approaches (e.g., including sediment transport analysis at basin scale in the FRMPs3, 3D modelling for high-resolution flood/flow assessment as entry into design of specific flood risk mitigation solutions), and c) further upgrade of the meteorological and hydrological monitoring network and Early Warning Systems across Abkhazia.

Actual services provided by our staff within the assignment:

Contractor’s main responsibilities involve provision of flexible on-demand/expert support to the Institute of Ecology (IoE), Abkhazia in carrying out the following tasks: a) producing a Detailed Flood Risk Assessments (FRA) the Kodor(i) and Basla River Basins in Abkhazia; b) supporting the introduction of five community-based early warning systems in Kodor(i) River Basin through basic expert advice and participation in stakeholder outreach/awareness raising activities, c) further strengthening internal capacity for future flood risk assessments and mitigation planning efforts (e.g., through learning and applying new modeling platforms, such as sediment transport analysis and 3D modeling), and d) further support to upgrading the meteorological and hydrological monitoring system. The entire assignment is envisaged as an on-the-job capacity development process that requires the flexibility of the Contractor to simultaneously provide expertise and capacity development support (training, guidance, quality assurance).
